STAND is a group of residents working together in our South East Stockton neighborhood centered at Airport Way and East 8th Street. Since 1991 we have worked to make our neighborhood of minority and low-income residents a safer and more desirable place to live.

We advocate and coordinate Community Policing in our area. In 1991 the crack cocaine epidemic plagued us. The crime, drugs and gangs were rampant. Together with the Police Department we started Community Policing and lowered crime 80%. We take resident’s complaints and proactively deal with their crime related problem until it is resolved. We created the Affordable Housing Program. While cleaning up crime, we learned that the slumlords that provide housing to addicts and dealers are an equal part of the crime problem.

There are two specific programs that would be looked at: Residents United Network (RUN) and “BELIEVE” Housing Stabilization Program. With the RUN program, residents at both Santa Fe Townhomes (VHB site), and Conway Homes (Housing Authority of San Joaquin site) are being trained on local and statewide housing advocacy issues. By joining RUN, tenants are now exposed to a resident-organizing network designed to engage affordable-home residents and those experiencing a housing need in the decisions that affect the health and stability of their lives and communities. RUN members are also trained to understand the “Theory of Change”, power mapping, story sharing, how to contact and schedule meetings with local and state officials, meeting facilitation, organizational structures, outreach, and leadership development. Which in turn, harnesses people power as a political force to influence policy and budget decisions at the state, regional, and local levels. RUN also organizes service providers, and developers to support strategies that bring more affordable homes locally and in CA.

Through the BELIEVE program, Visionary conducts a variety of classes and one-on-one counseling courses to help clients weave through the maze of affordable housing. These courses, taught in both English and Spanish include: Homebuyer Education and Counseling, Financial Capabilities/Education and Rental Counseling/Assistance. BELIEVE assess household needs to eligible individuals and families who are in danger of eviction and to stabilize those who are most at risk of losing their housing.
