Why Pennsylvania? Pennsylvania has been laboring under heavily gerrymandered districts for a generation (https://www.spotlightpa.org/news/2022/03/pennsylvania-redistricting-what-makes-fair-political-map/), and just this year courts intervened to give it fair maps!
There is a robust activist community on the ground that has been making gains in every election cycle, even in spite of the maps, but NOW it's ready to flip! Add to that, there is an open Governor's race and an open U.S. Senate race, both with excellent Democrats running. Any money you send to Pennsylvania will work overtime to elect Democrats, and protect choice in the state--and expand the Democratic majority in the U.S. Senate.
